Governance zones and maturity model
Governance pillars
Successful agent governance starts with policy outlining objectives and high-level structure, process defining how strategy is implemented, and people who are authorized and accountable. Environment Groups, Group Rules and Environment Routing in PPAC enforce these pillars at scale.
- Policy: DLP, citizen development and ALM strategy
- Process: cost review, ALM and issue escalation
- People: CoE, security and business unit owners
- Tools automate enforcement but strategy comes first
Zone maturity roadmap
Zone 1 is the entry point for personal developer environments and low-risk agents. Zone 2 adds departmental sharing, stricter connector policies and scoped Entra groups. Zone 3 supports mission-critical, organization-wide agents with Agent 365, Purview DLP, ALM pipelines and predictive reporting.
- Progress zone 1 to zone 3 as adoption and risk grow
- Each zone implemented via Environment Groups in PPAC
- Environment rules prevent configuration drift
- Routing auto-provisions makers into the correct zone
Maker routing and auto-provisioning
Environment routing places each maker into the appropriate Copilot Studio environment based on identity, role or security group. This prevents shadow AI and ensures connector policies, sharing defaults and security baselines apply from the first agent created.
- Zone 1: Personal Developer Environment
- Zone 2: Team Collaboration Environment
- Zone 3: Enterprise Managed Environment
- Routing configured in Copilot Studio admin controls
