Agent lifecycle governance stages

Creation: building in the right zone

Creation begins by selecting the correct environment zone with PPAC connector policies and Purview data security in place. Zone 1 uses maker identity with limited connectors. Zone 2 and 3 should use service principals or managed identities with least privilege. Design review scales from automated guardrails in zone 1 to formal security and Responsible AI review in zone 3.
